can become a 64's game of the conquest of large all-maps server?

No, at the moment I don't think we want to invest more money into Hardline.
Adding 32 extra slots costs serious money...
And there are plenty of 64 slots CQ servers already struggling to get populated.
It's like throwing money away...
So.... no. Not gonna happen.
